The bank change waits for a second approver, who calls the number on file.
Held at three-way match until AP records a decision and a reason.
The supplier's tax profile sets the ATC; EWT is net of VAT.

Being built: sales invoices to BIR requirements, from quote to collection, each recording the EWT your customer will take.
The sales order will stop at entry until someone else approves a release.
It will be split into withheld, discount, dispute and unpaid. Only unpaid goes to collections.
Each 2307 owed will be tracked to quarter-end and escalated when overdue.

Join the order-to-cash waitlistbills.ph generates a 2307 for every invoice that has withholding, when the invoice is posted, on the Bureau's own form layout. The ATC, the income payment net of VAT and the tax withheld come from the supplier's tax profile and the invoice itself, so nothing is retyped in Excel.
bills.ph fills the monthly 0619-E and the quarterly 1601-EQ from the withholding on the payments you made in the period, on the Bureau's own forms. Your accountant reviews the figures and files them.
QAP lists the suppliers you withheld tax from in the quarter. SAWT lists the tax your customers withheld from you, taken from the 2307s they send. bills.ph generates the QAP, the 1604-E annual alphalist and the SLSP purchases data files from the same records as your 2307s. The SAWT is planned with order-to-cash, which is coming soon.
No, and we don't claim it. Registering a computerized system and its permits belongs to the taxpayer, your company. bills.ph prepares the work: the right ATC, a 2307 per invoice, the 0619-E and 1601-EQ on the Bureau's own form layout, and the QAP, 1604-E and SLSP data files. Your accountant reviews and files.
Yes. Delegation of authority bands set how many approvers a document needs, for example one under ₱50,000, two up to ₱500,000 and three above. The same bands cover requisitions, purchase orders, awards, payments, cash advances and bank changes, all in one approvals inbox.
Three-way matching compares the supplier invoice with the purchase order and the receiving report before anything is paid. bills.ph checks price and quantity against the tolerance you set; anything outside it becomes a match exception that needs a reason and a named person before payment.
In bills.ph a supplier's bank details cannot be edited directly. A change goes through a separate bank change request that a second person must approve, and payments keep going to the account on file until it is approved.
No. Nobody can approve a document they raised, and one person cannot sign two stages of the same approval chain. Payments are prepared by AP and approved by someone else, under your payment approval rules. A one-approver rule is allowed, but the approver is never the requester.
No. bills.ph is a subledger. It hands your accounting system balanced journal entries (expense, input VAT, EWT payable and AP) as an export file, and it refuses postings into a closed accounting period.
Yes. Suppliers and budgets import from Excel or CSV, so you start with your own vendor master and approved budget. Reports such as AP ageing and budget vs actual export back to Excel and CSV.
Yes. Cash advances are requested, approved, disbursed and liquidated in bills.ph, with a per-employee ceiling and a cap on open advances. Liquidating or cancelling an advance releases the ceiling.
Yes, for iPhone and Android, and it is coming soon to the App Store and Google Play. It comes with every plan and uses the same account as the website. It covers the work done away from a desk: approvals, opened and decided on the phone, with Face ID or a fingerprint; handing your approvals to a colleague while you are away; receiving a delivery against its purchase order; asking for a cash advance and liquidating it with photos of the receipts; turning a photo of a supplier's invoice into a payment request; and your budget, BIR deadline reminders and Bill AI. Work saved without a signal is sent when one returns. Settings, payment runs and BIR forms stay on the website, and what the app shows follows your plan and your role.
Yes. Each company gets its own subdomain, and its records are isolated at the database level with row-level security, so another company's rows are never returned. Two-factor sign-in is available to every member. On Enterprise, a workspace can require it of everyone, and approvals at or above an amount you set ask for a fresh authenticator code.
Not yet. Order-to-cash is coming soon and is being built now: it is planned to cover quotation to collection, with sales invoices built to BIR invoicing requirements (EOPT Act, RR 7-2024), credit limits, expected withholding and the 2307s customers owe you. Join the waitlist on the order-to-cash page to hear when it opens. Sending invoices to the BIR's Electronic Invoicing System (EIS) is on the bills.ph roadmap.
