Planned: over-limit customers stopped at the sales order.
Exposure will be open orders, delivered-not-invoiced and unpaid invoices, less collections. Over your limit, the SO will wait for an approved release.

Isla Grocers called in its usual 4,800 packs with ₱311,360.00 past terms. The SO stopped at entry, before picking. ₱268,800.00 of goods not shipped on credit.
Planned: track the 2307s your customers owe you, to quarter-end.
Each invoice will record the withholding the customer should take. Each 2307 owed will be tracked as a receivable and chased before the quarter closes.
Diwa Pharmacy's Q3 2307s are still missing. Escalated the day it showed, before the credit is lost. ₱7,265.00 of creditable withholding at stake.
Planned: short payments classified as withheld, discount, dispute or unpaid.
One OR short by ₱17,460.00, split four ways. Only the unpaid part goes to collections.
WC158 · 1% of 300,000.00 net of VAT. 2307 receivable.
2% prompt payment, within terms.
40 damaged cartons, claim attached.
No reason on file. To collections.

Days past the agreed terms, not days since invoice. Promises-to-pay will sit on the invoice; reminders will be drafted, and released only by a person.

What must a sales invoice show under the EOPT Act?
The EOPT Act (RA 11976) and RR 7-2024 ask a VAT-registered seller's sales invoice to show the seller's registered name, VAT registration TIN with branch code and registered address, the words Sales Invoice, a serial number and date, the buyer's registered name, TIN and address, and each item's description, quantity, unit price and amount, with VATable, VAT-exempt and zero-rated sales shown separately with the 12% VAT. The sales invoice in bills.ph's planned order-to-cash is being built to carry those fields; order-to-cash is not available yet. Your tax adviser confirms the details for your registration.
Does bills.ph support the BIR's EIS?
EIS submission is on the bills.ph roadmap. bills.ph does not issue sales invoices yet: order-to-cash is being built, and its sales invoices are planned to carry the fields EIS needs, such as the seller and buyer TIN, the serial number and the VAT breakdown. Your company's own EIS enrolment and system registration remain with the taxpayer.
Do I need to register my invoicing system with the BIR?
Registering a computerized invoicing system, and the related permits, belongs to the taxpayer, your company. bills.ph does not register on your behalf, so speak with your tax adviser before you issue invoices from any system.
How does bills.ph know what a customer will withhold?
In the planned order-to-cash, each customer will have a tax profile: whether they withhold, and the ATC and rate they apply. Every invoice will record the expected withholding on the amount net of VAT, so a receipt short by exactly that amount is classified as withheld, not unpaid.
Credit, cash application and 2307s 4 questions
How do I stop deliveries to customers over their credit limit?
Credit limits are planned for order-to-cash, which is not available yet. bills.ph will measure exposure as open orders plus delivered-not-invoiced plus unpaid invoices, less collections, against the credit limit you set. A customer over the limit will be stopped at the sales order, before anything is picked or delivered, and a release will need an approval under the same DOA rules.
How do I record a short payment?
Cash application is planned for order-to-cash, which is not available yet. It will split the short amount into withheld, discounted, disputed or genuinely underpaid. The withheld part will become a 2307 receivable, and only the underpaid part will go to collections.
How do I track 2307 certificates my customers owe me?
A 2307 tracker is planned for order-to-cash, which is not available yet. It will list every certificate a customer owes you, built from the expected withholding on each invoice and aged against the end of the quarter, so missing certificates are chased before the quarter closes and those received feed your SAWT data file.
How is receivables ageing calculated?
In the planned order-to-cash, by days past the terms agreed with each customer, not days since the invoice date. A 90-day invoice that is 102 days old will show as 12 days late, so collectors call the right accounts first.
Collections and setup 3 questions
Do collection reminder emails go out on their own?
No. In the planned order-to-cash, bills.ph will draft reminders from the chase cadence you set per customer, and a person will read and release each one. Promises to pay will be recorded on the invoice.
Does order-to-cash replace my accounting system?
No. Order-to-cash, which is being built, is planned as a subledger too. It will export balanced AR journals (receivable, sales, output VAT, cash and creditable withholding) as a file, under the same open and closed periods as purchase-to-pay.
Can we use order-to-cash and purchase-to-pay together?
That is the plan. Purchase-to-pay is available today; order-to-cash is being built to run in the same workspace, on the same approval engine, audit trail, accounting periods and security, so both sides of cash sit under the same controls. Join the waitlist on the order-to-cash page to hear when it opens.
